the randomize rule table dialog box lets you randomize the rule table.
different seeds give different random rule tables. if you want the same
random rule table then just use the same seed. The new seed button gives
you a new random seed.
you can also choose the row range and state range
the row range is what rows in the rule table get random entries
the state range is the range of states each random entry gets
